Saskatchewan facing 116 active wildfires

first_imgJulien Gignac and Larissa Burnouf APTN National NewsThere are 107 wild fires burning in northern Saskatchewan, according to a provincial report issued Friday.Thursday saw 116 active forest fires across the province, according to a Saskatchewan wildfire management report posted on a provincial website. The report said 51 of the fires had spread across more than 100 hectares.The report said 14 fires have been extinguished, but 12 new fires have since flared up.The fires have so far forced the evacuation of 51 communities, including the Clearwater River Dene Nation. The number of evacuees is estimated to exceed 5,000.There have been 552 fires recorded this season alone, 360 more than all forest fires reported in 2014.Saskatchewan Premier Brad Wall had to abandon his flight plans to tour the northern Saskatchewan community of La Ronge earlier this week because of heavy smoke and reduced visibility caused by over 100 wildfires burning in the area.Heavy smoke is not only causing problems for flights into La Ronge, but helicopters and water bombers cannot take off from land or lakes in the community due to the low lying smoke cover. Highways and roads in the region north of Prince Albert are also closed due to reduced visibility from heavy smoke and wildfires jumping the highways and fresh burns igniting constantly.Weather forecasts also predict very little rain in coming days.General and high risk evacuation orders have been issued for dozens of northern Saskatchewan communities, with more than 4,600 evacuees registered throughout La Ronge, Weyakwin and La Loche fire areas earlier this week.Lac La Ronge Indian Band Chief Tammy Cook-Searson believes those numbers could be substantially higher.“Hundreds of families have fled the heavy smoke to stay with family and friends in southern communities.  Many haven’t reported to the evacuation centers or the Red Cross,” she said.Cook-Searson said more than 2,000 evacuees from her region have been sent to Prince Albert, Saskatoon and Regina, with more evacuations being made throughout the day.The communities of Grandmother’s Bay and Sucker River are under general evacuation and only essential services workers, fire crews and a handful of volunteers stayed behind.In La Ronge, the surrounding reserves, Hall Lake and Little Red River reserves, all have high risk evacuation orders issued.Northern highway stretches have been cordoned off due to unpredictable fires.South of La Ronge on Highway 2, a portion of the road has been closed due to fire and heavy smoke.The communities of Montreal Lake Cree Nation and Weyakwin have been evacuated.Councillor Darryl Naytowhow said the fire in the vicinity of his community is “estimated at 300 hectares and still not contained.”He said the “fire went through the community but with great effort, no houses were burned.”He said 906 people were evacuated from both communities and more were being sent to shelters in Regina, as the shelters in Prince Albert and Saskatoon were already full.Donations are greatly appreciated for his community members as “many left in such a hurry that they forgot many essential items,” said Naytowhow.La Loche Mayor Georgina Jolibois said her community is working in collaboration with the Clearwater River Dene Nation and surrounding communities including Garson Lake and Ducharme Lake.Jolibois said there are four fires surrounding her community.She said 2,569 people have registered for evacuation, but 1,500 to 1,700 people have been sent south to Prince Albert and Saskatoon so far, with more convoys being coordinated.The communities of Ile-a-la-Crosse, Beauval, Pinehouse Lake and other surrounding northern villages have begun with high risk evacuations as the heavy smoke continues to move south.A fire ban has been implemented since June 26. Care By Volvo subscription program revs up adds models

first_img Tags Enlarge ImageCare By Volvo started with the XC40, but now encompasses five different model lines.  Volvo Care By Volvo, the Swedish automaker’s monthly subscription program, has arguably been the only such plan to gain significant traction in America’s new-car marketplace. Now, Volvo is doubling down on the program, announcing expansion details that include more markets and more vehicles for its all-in-one, flat-rate monthly payment plan.Developed as an alternative to traditional vehicle leasing and purchase financing, Care By Volvo hasn’t been without its hiccups and controversies. The novel program has labored to overcome regulatory hurdles while slowly expanding state by state, and the plan has even rankled some members of the company’s dealership body. In fact, the California New Car Dealers Association asked the automaker to stop offering CBV in the Golden State back in 2018, and the California DMV is investigating the program for possible violations. Despite these obstacles, Care By Volvo appears to be meeting with greater consumer interest than any other automaker subscription program, and Volvo is understandably keen to capitalize on that momentum. First offered on select versions of Volvo’s entry-level XC40 crossover last year, the program recently expanded Care By Volvo to include the company’s new S60 sport sedan. Now, CBV is adding 2020 XC60 and XC90 SUV models, along with its V60 Cross Country lifted wagon. Interestingly, despite wide spreads in vehicle prices, there’s very little variation in Care By Volvo monthly pricing. For example, an XC40 T5 AWD in Momentum trim retails from $37,340 delivered, and runs $700 a month through CBV. The XC90 T6 AWD in Momentum trim retails for $57.940 delivered, but only costs $800 in installments — just $100 more per month. At present, individual policies are issued to individual customers, and as a result, it takes 24 to 48 hours for a policy to bind, delaying subsequent vehicle deliveries by a day or more. The automaker is working with Liberty Mutual on a new arrangement where an insurance card can be printed out right at the dealer in order to speed up the transaction. Right now, that process is in place in seven states, with plans calling for nationwide rollout by year’s end.Getting an insurance card doesn’t mean much if there are no vehicles available, of course. “We’re continuing to work with our retail partners on not only the subscription process, but also the delivery process,” says Nichols. At present, Care By Volvo vehicles all come from central stocks held at shipping ports. If you’re near to the ports (Newark, New Jersey and Los Angeles, California), you can probably get a car in 24 hours, but for other markets, it can take days. Volvo is working to change its process so that vehicles can be pulled directly from dealer stock for quicker delivery.Care By Volvo Volvo says a vehicle can be applied and subscribed to within five minutes. Volvo Other automakers’ pilot subscription programs have functioned very differently from Volvo’s scheme, including Book By Cadillac, which was halted, only to be rebooted after a cold reception by consumers. The initial program called for hefty $1,800 monthly payments, but allowed users to swap vehicles 18 times per year to suit their needs, from sedans to SUVs. Mercedes-Benz Collection, the German automaker’s subscription plan, has a similar structure, with varying vehicle access by tier, costing between $1,595 and $2,995 a month. While Volvo has not disclosed how many customers have signed on to Care By Volvo, it looks like it will become an increasingly important tool for the automaker going forward. The key to the program’s long-term success may not just be convincing consumers about the merits of the program — it might just be getting more dealers and regulators onboard. Photo: Prothom AloA list of 42,423 persons has been drawn up by the National River Protection Commission, naming those who have encroached upon rivers all around the country. The list includes tradesmen who have set up small shops as well as industrialists who have set up huge factories on the rivers. The encroachers include well-known persons and politicians. The commission has submitted the list to the parliamentary standing committee of the shipping affairs ministry.The encroachers have not only taken over rivers, but canals and wetlands all over the country. The local administration has drawn up lists of these encroachers upon directives from the river protection commission.The commission has said that the list will be scrutinized further to ensure no encroacher is left out. After that, a crash programme will be taken up to remove all illegal structures from the rivers within a year. The commission, however, has said it does not have adequate funds for the drive.The river protection commission is yet to receive the list of river encroachers in 12 districts including Dhaka, Dinajpur, Panchagarh, Gaibandha, Kurigram, Jamalpur, Bagerhat, Mymensingh and Netrakona. The administration of many districts has not given complete lists as yet. The commission has urged the concerned district administrations to submit the lists immediately.The lists indicate that local persons have set up shops and houses on most of the rivers. And in areas near around the capital city, alongside the local people, big industries have also encroached upon the rivers Sitalakkhya, Turag and Balu. In the port city Chattogram, the river Karnaphuli and the Chaktai canal are entangled in encroachments.On 1 July the Supreme Court passed a verdict declaring river encroachment to be a criminal offence. Rivers were declared to be living beings and the river protection commission was given legal guardianship of the rivers.Chairman of the river protection commission, Mujibur Rahman Howladar, told Prothom Alo, for the first time a list has been reared of river, canal and wetland encroachers. The deputy commissioners in the various districts basically carried out this task. This is a continual process and the lists will be scrutinized further to check if there are any more encroachers.He said a dive has already begun to remove the encroachments. A one-year crash programme will be taken up and implemented by the district administrations. He has called upon the government for adequate funds for the purpose.Sitalakkhya swamped by sand traders and dockyardsA look through the list shows that the banks of Sitalakkhya have been taken over by a number of dockyards. These include the Saudia, Shefa, Saud Khan, Abul Hossain and Ibrahim dockyards among others.Then again, sand traders are dumping sand into Sitalkhhya and filling it. The sand traders include HI Traders, Masum Enterprise, Salek Enterprise, Biplob Enterprise, Beauty Enterprise and Jashim Enterprise. Each of these traders has filled around 4800 sq ft of the river near Rupganj.State minister for shipping Khalid Mahmud Chowdhury has told Prothom Alo, the shipping ministry has a task force to protect the rivers. It would look after the rivers in and around Dhaka, but now, upon directives from the prime minister, it would look into all major rivers or the country.He said that the district administration has been told to take action against the encroachers, but this would require adequate funds. However, eviction has already begun in some districts.Industries on Turag, BaluThe rivers Turag and Balu on the outskirts of the capital city have also been illegally encroached upon by large industries. Anontex, Zarina Textiles, Anwar Group and other industrial groups have filled parts of the rivers and set up their structures.Karnaphuli encroachmentsAt least 777 persons have encroached upon the River Karnaphuli. Most of this has been done in the name of Bastuhara Samity (association of the homeless), by the association’s president and members. They have erected structures along the river.And another 2112 persons have occupied parts of Karnaphuli and tributaries. They have set up industries, temples and so on.Commercially important to Chattogram, the Chaktai canal has also been illegally encroached upon by at least 51 persons.And 10 persons have illegally occupied the river Banshkhali in Cox’s Bazar, by setting up fish farms there. Another 48 persons have set up bamboo houses and plantations on 13 acres of the river area. Similarly the rivers Sangu, Loharia, Laukathi, Ichhamati and others all over the country are disappearing under the establishments being set up by these illegal occupiers.Speaking to Prothom Alo about river encroachment, chairman of Transparency International Bangladesh (TIB), Iftekharuzzaman, said that it is a positive move that for the first time a list of river encroachers has been drawn up. More importantly, the list has been handed over to the parliamentary standing committee.
